The development by the British Administration in Cyprus of the system to charge for unpaid and underpaid postage from the use of postage stamps, then ones with JAB initials on first postage stamps, then on revenue stamps, then using POSTAL SURCHARGE overprint stamps from 1881 to the mid-1890s.
